1. Definitions

In these Terms & Conditions, the following definitions apply:

• “PersonalReg”, “we”, “us” or “our” refers to Startup Coach Limited, trading as PersonalReg, a company registered in England and Wales.
• “Service” refers to the PersonalReg website, applications, and related services available at personalreg.co.uk.
• “User”, “you” or “your” refers to any individual or entity accessing or using the Service.
• “Registration” or “Plate” refers to a UK vehicle registration number (number plate).
• “DVLA” refers to the Driver and Vehicle Licensing Agency of the United Kingdom.

2. Use of Service

2.1. By accessing and using PersonalReg, you agree to be bound by these Terms & Conditions. If you do not agree with any part of these terms, you must not use our Service.

2.2. You must be at least 18 years of age to use our Service or make a purchase. By using the Service, you represent and warrant that you meet this age requirement.

2.3. We reserve the right to modify, suspend, or discontinue the Service (or any part thereof) at any time without prior notice. We shall not be liable to you or any third party for any modification, suspension, or discontinuation.

2.4. You are responsible for maintaining the confidentiality of your account credentials and for all activities that occur under your account.

3. DVLA Registrations

3.1. PersonalReg facilitates the purchase of unissued DVLA registrations through the DVLA system. All DVLA registrations are subject to availability and DVLA approval.

3.2. The DVLA reserves the right to withdraw any registration from sale at any time without explanation. PersonalReg is not liable for registrations withdrawn by the DVLA after you have placed an order.

3.3. DVLA Government Stock registration prices are set by the DVLA. In addition, a compulsory DVLA transfer fee of £80 (or the current applicable fee) applies to all transfers. This fee is non-refundable once the DVLA has processed the assignment. The total cost to the customer comprises the registration purchase price plus the DVLA transfer fee, plus VAT where applicable.

3.4. All DVLA registrations must comply with the DVLA’s rules on number plate formatting. Plates must not be displayed in a manner that makes the vehicle appear newer than its date of first registration.

4. Private Plates

4.1. PersonalReg acts as a marketplace connecting buyers and sellers of private registrations. We do not own the registrations listed by private sellers.

4.2. While we take reasonable steps to verify the accuracy of private plate listings, we cannot guarantee that all information provided by sellers is accurate or that a registration will be available for transfer at the time of purchase.

4.3. Sellers are responsible for ensuring they have the legal right to sell and transfer any registration they list on our marketplace.

4.4. All private plate transactions are facilitated through our secure escrow process. Funds are held securely until the transfer is confirmed by both parties.

5. Pricing & Payments

5.1. All prices displayed on PersonalReg are in British Pounds Sterling (£) and include VAT where applicable.

5.2. DVLA plate prices are set by the DVLA and are subject to change without notice. Private plate prices are set by individual sellers.

5.3. We accept payment by credit card, debit card, and bank transfer. All payments are processed securely through our PCI-compliant payment provider.

5.4. Our service fees and commission rates are clearly displayed before you confirm any purchase or listing.

5.5. PersonalReg reserves the right to refuse or cancel any order where we suspect fraud, misuse, or a pricing error.

6. Refunds & Cancellations

6.1. For DVLA registrations, you may cancel your order within 14 days of purchase provided the DVLA has not yet processed the assignment. Once the DVLA has processed the assignment, the transaction is non-refundable.

6.2. For private plate purchases, refund eligibility depends on the stage of the transfer process. If the transfer has not yet been submitted to the DVLA, a full refund (less any administrative fees) may be issued. Once submitted to the DVLA, refunds are at our discretion.

6.3. If a transfer is rejected by the DVLA for reasons beyond your control, you will receive a full refund of the purchase price.

6.4. Refunds will be processed to the original payment method within 5–10 working days of approval.

7. Limitation of Liability

7.1. PersonalReg provides the Service on an “as is” and “as available” basis. We make no warranties or representations, express or implied, regarding the availability, accuracy, or completeness of the Service.

7.2. To the fullest extent permitted by law, PersonalReg shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including loss of profits, arising out of or in connection with your use of the Service.

7.3. Our total liability for any claim arising from or relating to the Service shall not exceed the amount you paid for the specific transaction giving rise to the claim.

7.4. Nothing in these terms excludes or limits our liability for death or personal injury caused by our negligence, fraud, or fraudulent misrepresentation.

8. Data Protection

8.1. We process personal data in accordance with our Privacy Policy, which forms part of these Terms & Conditions.

8.2. By using the Service, you consent to the collection, processing, and storage of your personal data as described in our Privacy Policy, in compliance with the UK General Data Protection Regulation (UK GDPR) and the Data Protection Act 2018.

8.3. We may share your information with the DVLA and other relevant parties as necessary to process registration transfers and fulfil our contractual obligations to you.

9. Governing Law

9.1. These Terms & Conditions shall be governed by and construed in accordance with the laws of England and Wales.

9.2. Any disputes arising from or in connection with these terms shall be subject to the exclusive jurisdiction of the courts of England and Wales.

9.3. If any provision of these terms is found to be invalid or unenforceable, the remaining provisions shall continue in full force and effect.
